R&H Construction today announced the promotion of Jacob Hartley to Director of Operations and Jim Stewart to Lead Preconstruction Manager for the company’s Central Oregon-based operations. Both are long-tenured employees who have played an integral role in R&H’s success over the last decade.

“Jim and Jacob are seasoned construction professionals and thoughtful leaders within our company and the Central Oregon community,” shared R&H President & CEO Kraig O’Connor. “I’m proud of the impact both have made on our business and know they will do a tremendous job in their elevated leadership roles—guiding our Bend-based operations toward continued growth, collaboration, and success.”

Jacob Hartley brings 22 years of experience in the construction industry, including prior roles as Project Manager and Senior Project Manager on projects across the U.S. Over the past decade at R&H, he has been instrumental in leading project teams throughout Central Oregon. In his new role as Director of Operations, Hartley oversees R&H’s day-to-day activities, aligning operations with company objectives and ensuring that team members are equipped with the time, experience, and resources to deliver exceptional results. Outside of work, Jacob enjoys everything the high desert has to offer—from skiing in the winter to mountain biking and rafting during the warmer months.

Jim Stewart joined R&H in 2011 as a Foreman and has since held several leadership roles both in the field and office. With more than 35 years in the construction industry, Stewart brings extensive knowledge and hands-on experience to his new role as Lead Preconstruction Manager for Central Oregon. He now leads business development strategy, project procurement, and preconstruction planning—laying the foundation for smooth, successful projects. A resident of Central Oregon for the past 19 years, Jim values the community-centered spirit of the region and enjoys outdoor adventures like snowmobiling in winter and escaping to his favorite lake in the Cascades during the summer.

R&H’s roots in Central Oregon date back nearly three decades, beginning with the construction of the Crosswater Clubhouse in the mid-1990s and the opening of its Bend office in 1999. Since then, the company has remained focused on delivering a service-driven, high-integrity building experience for clients, partners, employees, and the local community.

Today, R&H continues to shape the region through notable projects recently completed or underway, including a historic renovation in Downtown Bend, multiple affordable housing developments, and work within premier resort communities.
